Yes, CBD bath bombs are legal. In 2018, the government passed the 2018 Farm Bill, which legalized industrial hemp at a federal level, as well as any CBD oil extracted from it. CBD oil is typically sourced from industrial hemp, because this variety of the cannabis plant naturally contains higher amounts of CBD.
Not only is industrial hemp a good source of CBD, but it contains 0.3% THC or less. That helps keep it legal, while also preventing it from producing a high in the user.
